CivicFluent Privacy Policy
CivicFluent Privacy Policy
Effective date: October 10, 2026 Version: 2026-10-10-v3
This Policy describes the current practices of CivicFluent, operated by White Hat Mgmt LLC. CivicFluent is an independent educational product and is not affiliated with USCIS or another government agency.
Data White Hat receives
CivicFluent has no account system, White Hat backend, or independent analytics service. White Hat does not receive through its own server a user’s study progress, answers, profile, coordinates, audio, transcript, or contact information. If a user emails White Hat, White Hat receives the information the user chooses to send and uses it to respond and maintain support records.
The free version uses Google Mobile Ads and Google’s User Messaging Platform. Depending on device, region, consent, and ad settings, Google and its advertising partners may process IP address, approximate location derived from IP, device or advertising identifiers, app interactions, ad interactions, and diagnostic data to deliver ads, measure performance, prevent fraud, and comply with law. Google acts under its own policies and consent controls. CivicFluent does not provide the local study profile, microphone audio, transcript, answers, or precise location to the advertising SDK.
White Hat does not sell personal information. Where applicable law treats personalized advertising as a sale or sharing, users can use the permanent advertising privacy control in Settings or device/platform controls to make available choices. On iOS CivicFluent does not request App Tracking Transparency permission and does not access IDFA.
Data stored on the device
The app stores the selected test edition, language and appearance settings, audio preferences, study history, review list, paused sessions, local-answer profile, and legal-acceptance record. The profile may include a confirmed state or territory, city, ZIP code, congressional district, and officials. Protected progress and profile records use the operating system’s KeyStore- or Keychain-backed storage. They remain until the user deletes them, clears app data, or uninstalls.
Optional location autofill
Location is optional and requested only after the user taps the autofill button and confirms a prominent explanation. The app requests approximate foreground location once to suggest a state, city, and ZIP code. Temporary coordinates are passed to the operating system’s location and geocoding components, which may use a device vendor or service provider under its own settings and policy.
CivicFluent does not save coordinates or send them to White Hat. The user reviews the suggestion before it fills fields and separately decides whether to save the profile. Manual entry always remains available. The app does not infer a congressional district from approximate location or ZIP.
Voice, text-to-speech, translation, and links
When voice practice is chosen, the device’s speech-recognition provider processes microphone audio and returns text. Processing may occur locally or online depending on that provider and its settings. CivicFluent does not save audio or the transcript after the active question. Text-to-speech sends question text to the selected voice engine.
Optional translation downloads language models through Google ML Kit; translation then occurs on the device. Providers may process technical network data under their own policies. When a user opens an official source or House finder, the browser and destination site receive normal connection information. White Hat does not receive what the user enters on those sites.
Advertising, consent, and purchases
CivicFluent asks Google’s consent system for the choices required in the user’s region before requesting ads. A privacy-options entry remains available in Settings when Google says it is required. Ads may appear as a banner on the home screen and as one full-screen interstitial after a mock exam is completed, immediately before its score. They do not appear between questions, while a question or explanation is active, or during a full-bank study exercise. If an ad is unavailable or fails, the score appears without delay. The app is not directed to children under 13 and does not use the location profile for ad targeting.
Users may buy the non-consumable “Remove ads” product through Google Play or the App Store. The store processes payment and keeps the purchase record under its own terms. CivicFluent receives product and transaction status needed to unlock the feature, stores a local entitlement, and does not receive full payment-card details. “Restore purchases” asks the store to redeliver that entitlement.
Permissions, retention, and deletion
Microphone and speech permissions are requested only for spoken answers. Approximate location is requested only for autofill. Internet access supports explicit model downloads, external links, ads, consent, and store purchases. A user may deny optional permissions or ad consent and continue with educational features.
“Delete all local data” in Settings removes CivicFluent’s saved preferences, protected records, and local ad-removal cache. Clearing only the location profile removes its state, city, ZIP, district, and officials. Clearing app data or uninstalling also removes app data, subject to operating-system behavior. Store purchase records remain with Google or Apple and may be restored. White Hat cannot delete data held independently by the operating system, voice provider, browser, Google, or an official site; users must use that provider’s controls.
Security, children, and rights
White Hat minimizes data, keeps app records local, uses operating-system secure storage for protected records, disables Android backup for those records, and tests permissions and release binaries. No safeguard removes all risk, especially on a compromised or shared device.
CivicFluent is designed for people preparing for naturalization and is not directed to children under 13. White Hat does not knowingly collect children’s personal information through an app account or server.
Because White Hat does not receive the app’s local records, users control them on the device. Depending on location, law may provide additional access, deletion, correction, appeal, or complaint rights for information a business holds. Users may email White Hat about information sent directly to White Hat. White Hat will verify and respond as required by applicable law and will not discriminate for exercising privacy rights.
Changes and contact
Material in-app changes will be presented before taking effect. Before adding accounts, independent analytics, new advertising providers, or a White Hat cloud service, White Hat will revise this Policy and the app-store disclosures.
