CivicFluent Data Handling Notice
Last updated: October 12, 2026
This notice explains, plainly and specifically, what data CivicFluent touches, what leaves your device, who receives it, and how to stop it. CivicFluent is a U.S. citizenship-test study app published by White Hat Mgmt L.L.C. It is an independent educational product and is not affiliated with USCIS or any government agency. This notice supplements the CivicFluent Privacy Policy and the Terms of Use; if anything seems to conflict, the Privacy Policy controls.
1. First: what does NOT leave your device
CivicFluent has no account system and no White Hat server that receives your study data. Your test edition, language and appearance settings, audio preferences, study history, review list, paused sessions, legal-acceptance record and your optional local-answer profile (state or territory, city, ZIP code, congressional district and officials) are stored only on your device. Protected records use the operating system’s secure storage (Android Keystore or Apple Keychain), and Android backup is turned off for the app.
2. What does leave, and why
Advertising (Google AdMob)
The free version shows a banner on the home screen and may show one full-screen ad after a mock exam is completed, before its score. To deliver ads, your device communicates with Google, which may process your IP address, approximate location derived from it, device or advertising identifiers, app and ad interactions, and diagnostic data. CivicFluent does not give the ad SDK your study profile, answers, microphone audio, transcripts or location. On iPhone and iPad, CivicFluent does not request App Tracking Transparency permission and does not access the IDFA. Google acts as an independent controller: how Google uses data from partner apps.
Voice answers (microphone)
The microphone is used only when you choose to answer by voice. The app asks the system for on-device speech recognition. On Android, the speech provider configured on your phone handles the request and, depending on that provider, processing may happen locally or online. CivicFluent does not save the audio or the transcript after the active question.
Read-aloud and translation
Read-aloud uses your device’s text-to-speech engine, which receives the question text. Optional translation downloads language models through Google ML Kit, only when you choose to; translation itself then runs on the device. These providers may process normal technical network data under their own policies.
Optional location autofill
Only if you tap autofill and confirm the explanation, the app requests your approximate location once, while the app is in use, and passes the temporary coordinates to the operating system’s location and geocoding services to suggest a state, city and ZIP code. Those system services may use a device vendor or service provider under their own settings. CivicFluent does not save the coordinates or send them to White Hat. You review the suggestion before it fills anything, and manual entry is always available.
«Remove ads» purchase
The non-consumable «Remove ads» product (sold through Google Play or the App Store) is offered only when the purchase-verification service is available; in the current version, purchases and restores are turned off. When it is offered, the store processes payment and CivicFluent never receives full card details. To unlock and keep the benefit, the app sends the store’s purchase proof (product, store, verification token and transaction identifier) to a White Hat verification service that checks it with the store. That service never receives your progress, profile, audio or answers.
Feedback and links
The feedback screen prepares a draft in your email app; nothing is sent until you send it yourself. Official sources and the House finder open in your browser, and those sites receive normal connection information.
3. Your controls
- Ad privacy choices: before requesting ads, the app asks Google’s User Messaging Platform (UMP) for any choices required where you are, and keeps a privacy-options entry in Settings when Google says it is required.
- Permissions: you can deny the microphone or location and keep using every study feature.
- Advertising ID: reset or delete it in your phone’s settings (on Android, Settings → Google → Ads).
- Delete everything: Settings → «Delete all local data» removes saved preferences, protected records and the local ad-removal cache. You can also clear only the location profile. Clearing app data or uninstalling removes app data too.
4. Cookies
The mobile app does not use cookies; it is not a web page. Our website does use cookies, as explained in the site cookie notice.
5. How long each thing is kept
- Data on your device: until you delete it, clear app data or uninstall.
- Coordinates, audio and transcripts: not kept by CivicFluent.
- Purchase records: kept by Google or Apple under their terms, and by our verification service only as needed to validate purchases, prevent fraud and handle refunds or revocations.
- Advertising data held by Google: on Google’s schedule; we have no copy.
- Emails you send us: as long as needed to answer and keep necessary support records.
6. Where we offer the Service, and your rights
White Hat Mgmt L.L.C. is in the United States. We do not offer or direct our products and services to people located in the European Economic Area, the United Kingdom or Switzerland. If the app is used from there anyway, the technical data described above travels to the United States and to the providers named here.
Depending on where you live, the law may give you rights to access, correct or delete information a business actually holds. Email us at the address in section 8. Because we do not receive the app’s local records, in most cases we hold nothing about you. We do not sell personal information.
7. Children
CivicFluent is designed for people preparing for naturalization and is not directed to children under 13. We do not knowingly collect children’s personal information.

9. Changes to this notice
If the app changes what it does with data — a new ad provider, a new service, a feature that collects something it did not collect before — this notice is updated before that change ships, not after, and the date above reflects it.
